Steve C. Horowitz focuses his practice on tax litigation and tax controversy, representing clients in civil, criminal, collection, and employment cases before the I.R.S. and North Carolina Department of Revenue. He also assists clients with estate tax planning, income tax planning, and general business and contracts.

Steve graduated with a B.S.B.A. in Accounting from the University of Florida and received his J.D. from the University of Florida Levin College of Law. He earned his Masters in Taxation Law from New York University.

Steve has over 50 years of experience as a Tax Practitioner. He began his legal career as a trial attorney with the Office of District Counsel Internal Revenue Service in Greensboro, North Carolina. He has served as a Tax Practitioner and trial attorney representing taxpayers before the Internal Revenue Service and the North Carolina Department of Revenue. He is a frequent lecturer and discussion leader at North Carolina C.P.A. seminars and tax symposiums, other state C.P.A. Associations, the North Carolina Bar Association, and bar association meetings and symposiums in other states. Steve is the author of the article “Negotiating Strategies for Effectively Settling Civil Tax Controversies” with the Internal Revenue Service.

Steve has served as Chairman of the North Carolina Bar Tax Section and the Mecklenburg County Tax Section. Steve is a committee member on the University of North Carolina Tax Institute’s Planning Committee for the Annual Tax Seminar.
